This thematic area responds to the needs of many of the Foundations' partners for advice, training and related institution-strengthening services. Active local involvement in development is the key to long-last results. Based on this premise, the Foundation seeks to promote the conditions in which citizens can organize themselves in ways that create the most benefit to the general public. Its aim is to affect meaningful, dignified and sustainable change in the quality of life in poor communities by supplying the means for extending, improving and sustaining health, education and income-generating services. The Foundation goes about this task by: Participatory policy dialogues to foster an enabling legal, fiscal and regulatory environment for development Social investment and indigenous philanthropy; Innovative outcome-based management education and leadership programs to build a base for citizen-led development �Support organizations� as professional vehicles to deliver learning programs; provide information, advice and training services; and promote indigenous philanthropy and public-private partnership. Examples include NGO Resource Centers in Karachi and Zanzibar, and the Pakistan Center for Philanthropy.
