Rural development programs are a core activity of the Foundation. Firmly committed to reducing rural poverty, particularly in resource-poor, degraded or remote environments, the Foundation concentrates on programs scaled to meet the specific needs of the communities in which it works. Its pioneering model of participatory rural development combines a flexible approach that responds to different contexts and local challenges.

A central strategy is to create or strengthen institutional structures at the village level through which people can prioritize needs and decide how best to manage common resources. These village organizations, whether broad based or task-specific, represent the community to government and other development partners, including Non-Governmental Organizations (NGOs) and the private sector. Locally built social capital provides a supportive environment for enlarging the community's economic assets and for harnessing individual self-interest to generate income growth.


Gorno-Badakhshan, Tajikistan. The food self-sufficiency ratio in

Gorno-Badakhshan increased remarkably from 15 percent to

over 70 percent between 1993 and 2002.

Projects addressing rural development include:

•  Microcredit and Rural Savings facilities

•  Enterprise development

•  Natural resource management

•  Infrastructure development, and

•  Increased agricultural productivity.
